how to generate SMS on any update

i have web base application ,employees record is save in database,and employee status ,and allocation is changed after 24 hours, i want to send sms to each employee with his status, or allocation of duty ??/how it is possible??

How the allocation changed after 24 hours? Have you made web service? Or someone have to make allocation?

we have a form that can be used to change the status of employee ,like if there are 100 employee in the office mostly 10 employee status will be changed ,all the status of all employee are saved in database,i need to implement sms service that send employee his status via sms.
