Solution 1

If that other computer is in the same local network (!), just type into your browser: http://192.168.3.9 Perhaps you have to configure the firewall to allow for that communication.
If it is in a different network, thing sbecome complicated: you need to configure port forwarding on your router, and then access your web site with the public (!) IP address of your router.

yes , other computer is also in the same local network
and my ip adress is 192.168.3.9,router ip adress is 192.168.3.254.
physical path of my website is http://localhost/MyApp/Default.aspx.
then how to access my website ?

? Too complicated ??? Just replace localhost by 192.168.3.9
