Listen WCF End point on Users machine not on server

I wanted to develop wcf service without any server. I would like to wcf service run on users machine and another users able to connect with public ip address and port, not internal ip(LAN IP).

server means something that serves something. therefore when you install a wcf service on a machine (with necessary configuration for remote connections), it becomes a server.

I have ran this application on virtual server and added port there and by using public IP address and specific port client connected successfully.

but when I ran service on local machine and added port on firewall and try to connect by another machine by local machine public ip address. then its not working.

one more thing, its working fine with internal ip address but not by public ip address.

so my concern is , want to run by users machine as server. so that no pressure on Central server.
