If Service provider; provides a static list of number codes with their city,area registeration then you may use that otherwise you will have to search for any third party service which provides such facility.
as for this, you need to communicate with servers of Mobie Service providers (which is not authorized to every indivisual).

The key word here is "mobile" - as in "not a fixed location".

A mobile number does not have a "city" or an "area" - it has a "current location" which can be calculates from the strength of the signals relative to a minimum of three cell masts - assumiogn it is switched on.

However, this information is not publicly available, and (despite what you see on TV) is not as simple as pressing a button on a computer and getting a red dot on the screen. You would have to have arrangements with all the local mobile service companies and they would have to let you get access to that information, which they are very unlikely to give you for reasons including legal privacy restrictions and that many customers would desert them in droves if they found out they published the exact location to any advertising moron or stalker that wanted it.
