what does :: mean in c language?

It means: "you have choosen the wrong programming language".

The same as !! and ??.

Nothing at all: it's the Scope resolution operator[^] in C++. It isn't used in standard C at all and will give a compiler error.

I think you meant compile time error but +5 anyhow...

BTW ::operator can not be used in C . It is used in C++
