Offline Handwriting Recognition....Where & How to Start

Hello Everybody ,I am Dhananjay.I wanted to make a project on offline handwriting recognition using Artificial Intelligence.But I am Unable to start. i.e i know some of the basics of Neural Networks (Mc culloh pitt model,perceptron learning model etc ) but i am unable to make use of it into my project. .Can anyone help me in making my project and also about the articles or papers i should read which will help me in understanding the concepts required to build my project ?

You should start by looking at programming a simple neural network in C or C++. With the use of that knowledge and a little practice, you will start to get idea about ANN Programming. Then, the rest, i.e. porting is cheese cake. You can surely write a code in php if you have written the same in C or C++. The only change is syntax.
