Send Text SMS - C# - 100% Free to Both(Sender and Receiver)

Hello,

I have develop C# Windows application where I need to send Text SMS to Mobile numbers.
This application is develop in India and SMS needs to send only to given set of mobiles number (These are India Mobile Numbers)

My Main requirement is - It should be 100% Free to Both Sender and Receiver.

Do you have any Idea about any such SMS Gateway?
