Problem that occurred when publishing a project in vb.net 2010

Hello guys, I have a problem with my visual basic 2010, I m developing a system in vb.net using visual basic studio 2010 Express, the program is running properly, and when i build it, it is successful properly withought any error, but when it comes time to publish, willing to make it a setup, it brings error that it can't be published since built failed, actually 2 error that brings out are here bellow, please help me out. I don't know how to resolve this issue, I m lost.

Error	1	Cannot publish because a project failed to build.		1CuuLIB
Error	2	Could not find required file 'setup.bin' in 'C:\Users\DAVID\Pictures\Library Project\CuuLIB\CuuLIB\Engine'.	CuuLIB

I don't know exactly what setup.bin mean or how I can make it.

Actually it is a windows form not a website, my project or my app it is local. so it's failed to be published, my intention was to make it a setup that can run in any machine. I don't know another way I cam make it, and I don't know how I can get a software that can help me make it.
