Can I activate a hyperlink when its Visiblity is set to false?

What do you mean by enable it when it's not visible? I would say... it is enabled just not visible! :)

Do you want to redirect the page while the hyperlink is invisible? How do you want this to happen i.e. on certain event?

If your question is whether you can programmatically navigate to another page by sending a click to a hidden HyperLink control, then the question is why you want to do that? Why don't you just navigate to a new page via code? There is no need to do that through the HyperLink control.
