I am sorry,this is the first time to Ask Question.
    I want use DAB(Digital Audio Broadcasting)  to  transfer Network data (such as Web page).

   First,Save all source file of Web page(html),as follows.

   Second, Use source file saved before show website  by IE.

Well you build a simple http cient application that can save data on file. after saving complete open the file with your associated browser

Well, your update of question does not help, things are unreadable.

It sounds like what you want to do is read a complete web page and store to a file before displaying in the browser. This will result in unhappy users.

When retrieving data from a url, all modern browsers interpret the incoming data "on the fly", adjusting things as the initial assumptions change about the page (resizing images, giving a scrolling update on a downloading image, ...). On slow connections, it can take several minutes to load a complete page. You really don't want to write all of this to disk before displaying it.
