I want to change the color of rectangle, when we drag another rectangle over that rectangle.

It should be done on mouse up event.

Same as in visual studio, there when we drag a rectangle over the controls on form the all controls getting selected.

What to do ?

Please give suggestion.

I can give you some explanation, but about what?
Please, try to do something and when you stuck, post new detailed question, describe your problem and share your code.
Here we can help you solve issues, but not to write tutorials. Sorry, but those are the rules.
Is it better to get cookie or to get recipe for cookie? If i give you cookie, you'll eat it (but once), but when i give you recipe, you'll learn how to make cookies to eat them anytime ;)
