Which part is unclear to you? Is the server running? Is the server "NEENA-PC\SQLEXPRESS"? Did you configure it to allow remote connections? Did you follow the given link and read/do what it said? Is the server on the network? Are you on the same network?

Is SQL Server Express 2008 running on the same PC as the program or a server?

Can you access the database server using SQL Server Management Studio?

In SQL Server Configuration Manager, check to be sure that the SQL Server Browser running and that the SQL Server (SQLEXPRESS) is running.

If you right-click on SQL Server (SQLEXPRESS) in SQL Server Configuration Manager, and check the Properties, Advanced tab - Does the Instance ID say MSSQLxx.SQLExpress?

In a CMD window, if you PING NEENA-PC, do you get a response?

And what does that have to do with anything? Just because it was working and does not work anymore does not mean that you do not have to go find out what happened or what changed.

It means it can't connect to the database. You'll have to examine it to figure out why.
