For Charts and Graphs, you can use Microsoft Reporting Controls.

No, but you might want to. Dashboards can be built using whatever tools you have. Microsoft has the chart control and gridview and jquery has some nice features for drag and drop which is nice in a dashboard.

You can develop better dashboard in WPF, If you are interesting in third party controls, then telerik controls are better choice. Below URLs for reference

telerik are not affordable for every body do u have any other option
If there is any chance you are able to use WPF or WPF/E (Silverlight) I would suggest that you take a look at Microsoft Expression Blend and make your own controls and dashboard with your personal touch to it. If you are in a hurry wpf toolkit or silverlight toolkit could be usefull. If you can't use WPF or WPF/E, you should make your own controls extending existing ones, or try to find other toolkits that can be of help (like asp control toolkit or <whatever you need> toolkit).
