How to open secure websites

When I open secure website IE throws an error.
There is a problem with this website's security certificate.
The security certificate presented by this website was not issued by a trusted certificate authority.

how to solve this problem.

Contact the owner of the website.

One of the situation where I have faced this issue is

If you are using any external files like the .ccs/.js and that are http site and our's one is a https .

The solution to the issue is instead of using the external files you can use internal file in you website.
