I want to download header files for my compiler i want to how to do so

Which compiler, which OS and version? What has been actually installed?

Borland turbo c++ compiler has been installed and i have windows xp os

If you miss header files for some sources you got somewhere, those sources may be for another compiler or another Turbo C version, they did not belong to a library but to other source files of that project, or the project uses some extra libraries.

Most C++ compilers come with the appropriate library and header files - have you checked they are not installed?
The header files are generally pretty useless without the libraries, and vice versa.

Ya checked the same but still i need some other files like device.h , mouse.h. As they are not included in it,

Which one? They did them for DOS, windows 3.0, OS/2 etc, right up to V5.5. Different versions support different libraries...
