Wants to keep a part of master page to be float with browser as it moves up-down

Hello friends good Morning,
I am building an website in Asp.net using telerik Controls.I want to keep a part of master page floating with the browser I mean when I move my page on browser up or down then the part of the master page should also move along with the browser.Please help me for working this out.I would be very thank full to you for any kind of help.

This is a nice and simple jquery script works without any issue.
