Asp.net 4.0 Navigation menu appears under the controls of the page

I am using ASP.NET 4.0 vb and i have a single muster page with a few pages, i added a horizental navigation menu control with some items and sub items on each page so when i run the site the menu items appear under the controls(TextBox) of my web pages..
Help...?

I think you need to add some of your asp.net tags(in master page and one of content pages) here to make it more clear
