Creatingg an animated organizer agent in C#

I am currently creating an organizer agent in c#, I am having some problem with it as I am not too sure how to start or the easiest way to do so, any help will be useful as to how to animate the agent which works alongside a number of forms and directs the user and can also talk to the user. The agent should work alongside the visual studio forms, assisting the user with step instructions similar to the clippy agent in MS Word and so on, I have considered using 3ds max as the method for the agent but am not too sure. I received an answer before to a previous similar post but it was deleted :s I would appreciate the advice and help
