Use hierarchical structure of fields in table in sql.
MenuID , ParentMenuID, link, and Sequence.

Use self join and fetch records from table and their parent name also.
of Parent name is blank then that is main menu.

Now you can use looping for creating dynamic menu.

for menu, use dynamicdrive.com, there is multiple level menu link it gives some overview. which is static but follow my points it will do dynamic.
