I want to develop and application to make a call on any service provider number but i want that it should change the number randomly

Solution 1

First connect your mobile to your PC, and look for the appropriate phone API with google.
Then randomly generate a telephone number and try it. (best to avoid numbers starting with "00" as they will get expensive.
If it answers, talk.
Go broke pretty quickly at mobile phone rates...
