Solution 1

Project design is not a simple as you thinks.
you need to study design patterns, Language and platform, data, development architecture, cost, Quality, time.
First fix your input and output. fix your architecture webbased / clientserver.
i suggest you to go through, How to estimate a software project[^] and designing project management[^]
