Well first pick a .Net language I recommend C# and you can get Visual C# 2010 Express IDE for free at

^] then go online and read some tutorials, books, source code from other projects (there is plenty on CodeProject) and just continue doing that for the rest of your life (or until you decide you don't want to program any more (if ever)). Seriously though programming is a life long learning process there is no such thing as learn it and your done when it comes to programming. Just try not to get discouraged and quit it is a lot of hard work and confusion to start with but once you get the hang of the basics it turns into a life time of fun! Good luck.
