I've a router with many users , and i want a visual basic program to make load balance or divide the internet bandwidth equally between the users.

OK, but how can you define your "divide internet the internet bandwidth equally between the users"? For example, if one user does not use Internet at all... does it make sense?

If you have an old PC kicking around, I would recommend setting pfSense or M0n0wall (just google them).
