DON'T SHOUT. Using all capitals is considered shouting on the internet, and rude (using all lower case is considered childish). Use proper capitalisation if you want to be taken seriously.

Step 1... Decide what application you wish to make.
Step 2... Decide whether you are able to use the knowledge you have to make it.
Step 3... If you do not have the knowledge then pick up a book on java and learn until you do have the knowledge.
Step 4... Make the application.

It is very much the same for the second question, merely substitute VB for Java.

What more is there to say, you have asked for nothing specific relating to any particular problem.
