Create Classlibrary using paypal DLL

i want that to create a class library which will have all the functions of paypal,so that i can use them in many projects by using the dll and dont have to download the dll of paypal again and agian for my project.

Are you trying to decompile a dll. You can always have a look at the IL by using some tools.
