I need to create a setup package that setup assistant software in the background without the users seeing it.
Like .Net framework & SQL Express & ReportViewer
& if the same version exists, it doesn't setup it.
This must work in the background without the user seeing it.

Why "without users see it"? You see, you're supposed to serve your users, not to trick them.

i don't need to confuse user with many setup package steps so i need to make it silent setup

That's an unrealistic requirement, given the heightened security functionality in newer versions of Windows. The installer could (and should) let the user know that something is about to be installed on their system, thus nullifying the "silent" install. The .Net installer does this, as does SQL Server Express.
