Bandwidth Manager in C#

Hi every body,

i am a student and working on a project but i am new to c#.Net and i dont know how to and from where to start Please any help?i need any sample...

1.Actually what i have to do is to develop an application which will run on server 2003 and log the events of the active directory users. after the a specified time period user should be loged out(say after 1 hour)and never be able to login again on same date.

2.After user login the user can be able to use the allowcated bandwidth(say 2MB download/upload quota per day etc )after the expiry of the bandwidth quta the user should never be able to futher download or upload some thing.

In short want to develop an active directory used and bandwidth manager in C#.
