how to create the admin page in asp.net and MYSql

I want to assign rights to admin through coding .
For example i want to give some admin the rights to access the user profile but
the others not to do.

It is very easy. Create one form for userProfile. Set link in admin Home page For this.So that ,Admin only can access that link
