You can use TAPI, see article here: Working with TAPI 3.x from .NET[^]

I also found this article, dialing using Bluetooth seems to be a built-in Windows feature:

But the article is about Windows 8 ...

I downloaded the project it self which that one uploaded it , but when I run it, it gives me " no address selected"
