How to create a popup box using only PHP

hi everyone
I am doing my school project where I have to create a popup box but one of the specification is you cannot use javascripts.

is there a way you can create a popup box using only php, I have to make it using php.

What I have tried:

this is just a formal question, have not tried anything as yet as I a still searching

I doubt they meant you cannot use JavaScript. They probably meant you cannot use JavaScript's alert() function so I would make sure to get clear requirements. Otherwise, you'll have to google for css only popupboxes.
