omg - the Question alone shows your lack of knowledge about Browsers, IP, ISP and VPN. Read/Research about this topics and forget about programming for a while...

You can't.
IP addresses are assigned by your ISP, and can only be changed by them. It is sometimes possible to change your IP by power cycling your router (because that disconnects your broadband connection and you will get an IP assigned from the ISP pool when you reconnect) but even then it's not definite that it won't be the same as last time.

I want to using proxy server in WebBrowser Control
for ex: Socks 4 or socks5
in my country IRAN Blocked for example Fb Youtube twitter and other sites
i want to open this sites in webbrowser control
so changing my real ip
im beginner in Csharp

Don't post comments as solutions. Edit your questions or comment on the answer you're given. If you're beginner in C#, you shouldn't play with advanced topics. For what you want, instead of writing your own browser, connect to one of many VPNs, I'm sure you can find some that aren't blocked. Good luck
