Vs 2017 .NET core 2.0 lost use of Microsoft and system libs

My vs 2017 .net core 2.0 has lost the use of microsoft and system libraries.

I'm getting errors CS0103, CS0518 and CS0246 among others. I cant find anything relevant on google, and Add Reference on the dependencies menu doesnt have any framework option.

What I have tried:

Rooting around on google, but found nothing of value

I've worked around the issue by reverting to the last commit, but I am interested in opinions on what may have caused it.
