Local db for VS 2017 and SQL server 2014

Hi every one i create a local database in Visual studio 2017 and now i open my local DB in sql server 2014 and i try to create new table in it but it show me error message "This backend version is not supported to design database diagrams or tables. (MS Visual Database Tools)" all tables are show correctly which i'm created using VS 2017 but new Table cannot created in LocalDb using SQL server please any one help me its urgent.

What I have tried:

i dont know how can i solve this error

i download a file from your given link a new Exe file is appear in my download folder that's name is SSMS-Setup-ENU and the description of fille is "Microsoft SQL Server Management Studio - 18.0 Preview 4"
please do you tell me I download right file or Not?

I don't know, I haven't downloaded the latest version.
If you followed the instructions on the link then it is probably correct. Try it and see
