I was wondering if anyone had a better solution and just updated the question asking that.

The exact message on the popup in Windows 10 is:
User Account Control, This app has been blocked for your protection, An administrator has blocked you from running this app. For more information, contact the administrator. Program Name: virtmgmt.msc Publisher:Not Trusted

I made a mistake at the top it is virtmgmt.msc not virtmgnt.msc

The blocked app popup on that computer also applies to mmc.exe
