Table layout might be helpful for you in windows forms, If you have choice in selecting technology then go for WPF application, WPF is more flexible.

you dont actully need to write anything special or any knid of parameter for it just write simple select statement it will automatically selects last row hope it will solve you problem.

if your asking about vb programm then Call the 1st function of your programm at the end or from that point when you want to reload.
