I also have a same condition in past year . what i have done is that if a level is fixed i have design a layout with the help of CSS and HTML and after that i placed a link behind each image which on click send me to the particular details of each agent...

and if you want to arrange detail section on runtime then in detail section what do you want to arrange

Yes u can easily populate your dataset with the join tables and display it in the detail section of yur crystal report.
