when you got MessageBox.Show(ex.Message); you know that its rollback

if you disable //Trans.Commit(); record will not insert in Database and if you forgot somewhere to write cmd.Dispose();and con.Close(); will take your sql server to busy

you have to create two css class as i made here FirstRow and SecondRow now declare one boolvariable to check alter row and one string variable for set class name at runtime

ok first you have to make Data entity model, i am creating here state table entity and getting the State ID by State Name
