You could unblock dll and exe
go to iis manger and modify the setting
I think you have to modify one or more setting
these setting maybe:
* add your dll to IIS - Modles
* add your dll to IIS - ISAPI and CGI Restriction

MSSOAP30.dll is 32 bit and only could be used in 32 bit office version
if need it please use office 2010 32 bit version not 64 bit version
but please note: that You don't need the SOAP dll to connect to web services. uses the MS XML 3.0

check that dll documentation or
please put the dll name that make the error or
it on office 32 bit version and it worked well; this mean it is 64bit

dot your datepicker to edit the time and date just use simple textbox
