It's a callback function, the system set the value of pSourceFile, and as you can see in the demo, I didn't change it.

The value of pCallback is not the point. What I posted here is juet s demo, and the point is why the pSourceFile->FileName is incomplete. No matter what pCallback is, the value of pSourceFile->FileName will not be changed, we can agree with that, right?

If the code is correct, then wprintf(L"System Integrity Process"); will never be executed, since a dwIntegrityLevel which is larger than SECURITY_MANDATORY_SYSTEM_RID is also larger than SECURITY_MANDATORY_HIGH_RID.

Thanks for your advice, that video will help a lot and I'm sure of that.
Maybe the way I ask the question is not so accurate. I think of this as a windows programming related problem, cause, you see, I can create shortcuts in my code.
what I actually care about is that how can I create two shortcuts that target to the same place, but have to different instance icon on taskbar when I launch the program by double clicking the two shortcuts while the taskbar buttons group policy is "always combine".

You mean that I can stop the icons on taskbar to combine even when the group policy is "always combine"? Can you tell me how to do this?

As long as the targets are the same, the icons should be combined no matter who create the shortcut, am I right?
