I thought it's clear...
if I comment (for example) the codes related to change opacity, the second property works fine and the dialog will fix on the desktop, also if I comment the codes related to fix on the desktop, the first property will works fine and the dialog will become transparent, but if I use both of them, the dialog will disappear

It is not in a secured folder
after I remove Everyone and Anonymous group from it's attribute, I can delete the file.
I just wanna know how can I remove these attributes programatically.

I have a parent window and a child window, I want to change the opacity of only the parent window.

I want to have a topmost dialog that only appears on desktop, exactly like gadgets.
