It depends on the 3rd party site. Incase if they allow notifications to go to members on updation of the site, obviously they will provide the option to subscribe for notifications.

Column headers will be static in ssrs. May be you can create the header and make visible/invisible based on the column name/value.

Just want to clear myself, do you mean that you want gridview with header to be shown when scrolling the list?
