Both CheckChanged event will be executed.
If you check the rdodate, it will automatically uncheck the rdomonth, which is also a CheckChanged event.

I tried the code and it runs correctly.
declare @rollnumber VARCHAR(max)
declare @str nvarchar(max)
set @rollnumber ='''12345''' + ',' +'''54321'''
set @str= 'SELECT last_name from tbl_student
where [student_id ] in (' + cast(@rollnumber as varchar)+ ')'
exec sp_executesql @str

What is the source of the set of integers? You can create a list of integers, then use Contains method to check if the value exists in the list.

Maybe you need to add single quote after the parenthesis.
set @str= 'SELECT studentname from [Student]
where [id ] in (''' + cast(@rollnumber as varchar)+ ''')'
Check this..http://ask.sqlservercentral.com/questions/7039/single-quotation-mark-in-a-concatenation.html
