Thank you very much for the reply.

No problem found related to permission. Because this file can be successfully open using fopen() after couple of time (around 3-4 seconds). Some times it will successfully open in the first attempt itself.

That is a nice solution.
But if the user has given like this "00" or "000", then also that is a zero. So the checking will be little difficult.

We can't use GetPrivateProfileInt(), since it does not support negative values.
