So does it means that it(inheriting ICollection and IEnumerable in Collection<t> class) has been done by Microsoft just for completeness purpose

Thanks Richard for the reply, I am not using this utility this is just an example.
This is an example of Utility class, I am using the .NET classes and if creating some related methods does it qualify to be a facade pattern.
My main doubt is still that do utility classes in our projects qualify for a Facade pattern

Yes it is set to H:mm.
The only issue is that it trunctaes leading zero in hours and minutes

This is not related to validation, it is the display of time e.g. if user enters valid time 14:1 then it is changed to 14:01 which is perfect, however after a while it changes to 14:1. It should ideally remain as 14:01
