I updated the solution.
If there are entire blank rows, move $count++; inside the if and inside the else, just line before.

The source you show seem to be the generated html.
And the problem is surely because of this iframe.
Is ui-shared-3f0e69d72db3ce3b520f344481d0f7a4.css the file where you try override the css ?
If not, you cannot control the css of this child iframe with css file present in the parent.
