To me it is pretty clear: he has VS 2012 premium and can't add fakes, so he wonders if he is missing an assembly or library.
I'm currently facing a similar problem with a fresh install of VS 2017 Enterprise, this question was one the first page of google so chances are it attracts a fair amount of visitors.


As is pointed out when replying:

No offence intended Sergey, you clearly have your merits, but your comment doesn't really help. The asker is clearly -as I am- a non-native English speaker, chances are he doesn't even get your message.
