Sorry Guys!
I know the question is misleading, but this is all I can help you with. All I can say is I tried to use StreamWriter class to create this file, but while using this class I am getting "This file is already being used by another process" error message. I am more concerned about the formatting of the file. And this is the exact format I am looking for. Please help me out!

The error was raised because the system time and the internet time were not in sync. The system time and the internet time were few minutes apart. I changed the system time and the error was solved.

I have made the necessary changes as suggested by you and came up with the following code. Still it raises the same error. Kindly go through the code and let me know where I have gone wrong.

And By the way, by "in proper formatted manner" I mean, When I download the Text file the data appears to be cluttered without any spacing or indenting.
