The problem is not in your code.
Can your phone access the server? I think you need to check the network status of the server or iis setting first.

I think if you use webform, it's better process with gridview.RowCommand Event than javascript.

I think we cannot treat the generics as polymorphism. In my opinion the best case of polymorphism is the factory pattern.
