Sorry for the confusion and misunderstanding. I created an instance of the Utils have attempted to loop through the items in the string list, however, no items are being returned. If I, however, loop through the items inside the EventHandler method, the items are returned as they should. For some reason, the items aren't being transferred/accessible to the main form.

They both have the same Namespace, if that's what you're referring to.

The current code logic I have doesn't write the numbers in the format I want. For example, it will write 23,000 as "twenty-three thousand" as opposed to "two three thousand".

Close, but not quite what I'm looking for. The intensity always come before the first precipitation. In this example, it should be "Thunderstorm, Heavy Rain, Hail". Additionally, I noticed that if there is more than one weather group, for example: +TSRAGR HZ, it just captures the first group +TSRAGR, totally missing the HZ.
