Certainly you can make use of USSD Protocols (USSD API's) in your application, USSD messages are specific to the MNO (Mobile network Operator) and must have valid profile when used in a live network. Search for USSD Code samples or USSD ready API's on Google.

For which platform are you looking for if its Andriod then look for
